Kazakh and Kyrgyz Carriers Pose Greater Threat to Russian Market Than Chinese Ones
Kazakh and Kyrgyz transport companies present a more serious threat to Russia's transportation industry than Chinese companies. This was stated by Yevgeny Bolshakov, Director of Transport at "National Carrier," during the Logistika EXPO exhibition. Starting September 1, 2025, cabotage transport will be legalized within the framework of the EAEU, but Russian companies will find themselves at a competitive disadvantage. The cost of freight for Russian carriers stands at 2.53 rubles, amid significantly increased expenses — lease payments reach up to 27%, and fleet maintenance costs have risen by 20%. Driver salaries in Russia average 170,000–180,000 rubles, compared to around 40,000 rubles in Kyrgyzstan and about 100,000 rubles in Kazakhstan. At the same time, foreign carriers frequently violate regulations: they are not recorded by monitoring systems and do not pay fines for overloading or for using the Moscow Ring Road (MKAD). Bolshakov warned that without restoring order, the Russian transportation industry could follow the path of the construction sector — losing both market share and personnel. The expert proposed introducing an effective accounting system for cabotage transportation (limiting foreign carriers to three trips before exiting Russia) and a robust mechanism for collecting fines from foreign transport companies. Resolving issues with EAEU partners would also impact the situation with Chinese carriers, who are currently mainly active in the Russian Far East and Siberia.
