China Cuts Quotas for Russian Trucks

For 2025, the quota for Russian carriers entering China has been set at 132,000 permits. This is lower than in 2024, when, including additional permits, a total of 148,000 were issued. Meanwhile, demand from Russian companies remains high: last year, all permits were used, and between October and December, carriers even faced a shortage. This was stated by Evgeny Shakalida, General Director of LLC "Trasko," at LOGISTIKA EXPO. Chinese carriers, on the other hand, did not fully use their allocated quotas. In 2024, they received 117,000 permits but used only 90,000. The gap in quota usage between Russian and Chinese companies exceeds one and a half times. However, as Shakalida noted, official statistics do not always reflect the actual number of transportations: in the Far East, for example, some carriers handle matters on-site without formal permits. The Chinese side has stated that 102,000 permits will be sufficient for 2025 — this is the number that will be allocated to Chinese companies, according to Evgeny Shakalida.
