Register of trucking carriers to take 12 months to develop

All carriers will be required to apply for inclusion in the register; otherwise, they will be prohibited from transporting cargo. In 2026, Russia may launch a registry of freight road carriers, as announced by Olga Fedotkina, Executive Director of the National Union of Experts in Transport and Logistics (SEL), during the “Logistics of Siberia” conference held by RBC Novosibirsk. “Our priority is to account for all market participants, assess fleet size, and establish ownership rights. At the same time, efforts are needed to create a registry of freight forwarders, which would logically also be managed under the ‘GosLog’ system,” Fedotkina stated. Currently, the State Duma is preparing for a second reading of a bill on establishing an entry procedure for the road freight market. This bill proposes creating a carrier registry and setting new standards for entry into the domestic trucking market within Russia. According to RBC Novosibirsk, all carriers must apply to join the register, or they will be banned from transporting cargo. The only exceptions will be international logistics and private-use transportation. The registry is expected to be publicly accessible and will be maintained on the “GosLog” platform. In July 2024, the State Duma passed the first reading of a bill proposing the creation of a national digital platform, “GosLog,” and a registry for cargo transport notifications.
